Origin
D&C Red No. 27 is a synthetic halogenated fluorescein dye. The 'D&C' prefix means it is certified for use in drugs and cosmetics in the United States by the FDA — a certification system established under the Federal Food, Drug, and Cosmetic Act of 1938. The dye itself was developed in the mid-20th century as part of a broader program to identify stable, safe synthetic colorants for personal care use.
Why It's Used
It is a staining dye — meaning it bonds to the lip's surface rather than merely coating it — which gives it exceptional longevity compared with non-staining colorants. Its intense magenta-to-red hue and high tinctorial strength mean it is effective at very low concentrations. It is used across lip products from mass-market to prestige tiers.
Elsewhere
Halogenated fluoresceins are used as biological stains in laboratory microscopy, where their staining properties are similarly valued. The broader class of fluorescein dyes has medical imaging applications.
